Rhode Island votes early two ways. Any voter can vote early in person at their own city or town hall (one site per community) on weekdays from Oct 14 to Nov 2, and voters who applied by Oct 13 got a mail ballot, which has to reach the Board of Elections by 8 PM on Election Day. This site tracks both from the Department of State's turnout tracker, for all 39 cities and towns.
