Two counties, about three quarters of Arizona's voters. Arizona's Secretary of State posts no early-ballot counts until after Election Day, and most counties don't either. Maricopa County (Phoenix) and Pima County (Tucson) do: Maricopa publishes early ballots requested and returned for every precinct, and the Pima County Recorder posts a daily ballot status report. Most Arizonans vote by early ballot, mailed or dropped off.
Sources: Maricopa County Elections' public "Early Voting Returns In Hand" and "Voter Totals By Voting Precinct" map layers; the Pima County Recorder's ballot processing report, turnover receipts and early voting statistics. The daily numbers are replaced each day; this site keeps a copy of each.
